Traceroute works, which means the server is up.
Unfortunately traceroute and ping don't use port 80.
Port 80 (HTTP) times out, which tells me the dataserver
is running but the http server died on it.

When someone asks "is the data server down", I automatically assume
that to mean "is the data service unresponsive", rather than "is the
machine that operates the service down". The former encompasses the
latter, and many other possibilities besides.
