Water cooling or heat pipes are the way to go!

I'm not familiar w/heat pipes, but yes, water cooling usually provides
a higher level of cooling than air, albeit at a higher initial purchase
cost.

But unless breaking out of the 'bounds' of 'conventional' water cooling,
where you're using a "radiator" physically attached, or in close proximaty
to the machine, you're still expelling the heat removed from the cpu to the
local indoor environment, and you still incur the heat radiating from the
PSU, and also the NB, Mosfets, Dimms, vid card, and anything else that's
dissipating pwr, plus any monitors you may be using.

Unless you're suggesting a different architecture, such as expelling the
heat to the outdoors, or some method other then the local indoor
environment?
