Running BOINC 3.20 CLI on linux box.  Notice Boincseti site is back up but
my log showed communication was being deferred for 2+ hours.  Since I had
two WU's to upload and was down to the last hour on my current WU I tried
the -update_prefs URL (http://setiathome.berkeley.edu) and
-return_results_immediately and -help commands. The first two should have
uploaded my current finished WU's and downloaded some new ones.  Neither
worked, communication still deferred for two hours no communication attempt
was logged.  The -help worked so the syntax appears correct.  Anyone get
the above commands to work properly?

-update_prefs URL
 Contact a project's server to obtain new preferences. This will also report
completed results and get new work if needed.

-return_results_immediately
Contact scheduler as soon as any result done.
