isn't uploading or downloading anyway.

I've had the same thing happen.  It happened after I left the computer on for a day or two (I usually shut down nightly.)  I found no solution either, but was not concerned enough to investigate the possible cause.  BOINC was the only thing running except for my virus scanner and the Proxomitron, both in the background supposed to be doing nothing since the computer was not surfing or checking e-mail.
