This was thoroughly answered with a linux "traceroute" recently by someone.

My simple answer is that the top chart shows all of Berkeleys Seti data traffic that ultimately goes over the 100Mb/s Cogent link.

Minor detail:

The interface shown in the second chart is the one visible to me via various traceroutes, although the first and second charts seem to show the same data levels.

The website traffic also appears to go over Cogent.com's link.
