I suspect that this is just a server-side cludge to force pestering clients to backoff for a few hours so that the s@h servers can play database catch-up undisturbed for a while.

I'm getting the same message and I'm on BOINC v4.02.

Be patient, s@h are making various drastic changes/upgrades!
