EXACTLY, on all counts.
Sci-fi novels can put a (cynical) twist in there at any of the steps.
That's where open peer reviewed science (and open peer reviewed open
source software) can beat the politicos before their media-machines can
catch up.
Vigilance is needed, but also healthy scepticism is a prerequisite.

(The recent New Scientist silliness is a good example!)
