Very simply, any persistent signal that is recognisably 'artificial'.
It doesn't have to contain any message other than announcing its
existence. (God calling? (;-))
Along the way, we can expect to find a lot of natural EM-sources that
seem strange and so spur new science in studying them.
How are the various SETI projects defining what they are searching for?
Likely just in terms of what their equipment can detect, rather than any
more general all-encompassing terms.
We've still yet to decide what intelligence is here on Earth!
