As per Seti's suggestion I am running the climate program whilst there are
no WUs.  On single CPU machines I have no problem with setting the
preference at 50% per project and my machine using 100% of CPU time on
Climate whilst there is no Seti.  However, on my multi CPU machines, 
setting
the preference to 50% just runs 1 thread at 100% usage on 1 CPU and 
nothing
on the other.  Is it possbile to get BOINC to 100% of all CPUs until there
are WUs available and then return to 50 - 50 share once there are?

AFAIK if you (temporarily) set the resource share for CPDN above 50% then 
BOINC should download an additional CPDN model on a dual CPU machine.
