Another thought is that if you have a very old machine, you might just have a build up of dirt and dust that might be causing overheating. Too hot a clock chip could well slow it down.

Also, an electrically noisy (and near-dead capacitors) would also cause 'interestingly strange' effects!

SETI might just be loading the PSU more and then causing other marginal effects to take hold...
