One of my computers has Win2k SP4 and I run Boinc and it was just 38 seconds fast! I do not think Boinc has anything to do with the clock! My wifes computer is XP Home with SP2 and it was just .8 seconds slow over more than 2 months!
WinXP Home automatically updates the clock once a week, maybe that's why it's so accurate. ;)
