Your mouse slowing down and pausing is a very good sign that things are 
'not right'... Let us know the results of your next set of changes.

I've tried to run BOINC several times recently,
including upgrading to the latest version.

Each time I start it, it slows my system to about 
1/4 it's usual responsiveness.

Not just the mouse, but how quickly programs open,
and much more.  I've had to give up totally (again) 
due to this problem.
