Two questions:

Is Classic Seti at Home CLI going to be no more one day, i.e totally
replaced by BOINC?

Yes, seti classic will stop, probably in the next couple of months.

I have the opportunity to use a twin Athlon processor motherboard in the
meantime. (XP Pro) What's involved to set everything up to use the two
processors to best benefit. I've got CLI running fine on this single CPU P4.

I assume you are talking about BOINC?
In that case: go to http://setiboinc.ssl.berkeley.edu/ and create an account (use your classic one). The next thing to do is install the client, go to settings and select "attach to project" and fill in your account ID/ project url. It will use both processors automaticaly (*IF* you did not forget to set the maximum number of procs. to use to 2 in your BOINC preferences on the website!!).

If you want to run seti classic I think it is just a matter of running two instances of it. Place one in a different directory and fire it up :)

Greets,
