BOINC was recently updated to v4.13.  Automatic update happened a few days
ago, just happened to notice as it updated.

Recently, I have noticed an ocassionaly problem.  BOINC appears to be
running normally.  Projects are highlited, flagged running or paused (Have 2
projects running 50/50, SETI & Climateprediction).  Everythings looks
good/normal, no indication of any problem in message section.  But
sometimes, when I bring up Win2k task manager, my CPU Usage is 0%.  Normally
when it is running correctly, this will read 100%.  If I Exit and Restart
BOINC it then resumes at 100%.

FYI, BOINC is set to "File"=>"Run Always". (Yes, I did check.  No, it wasn't
suspended).

Just wasted 8 hours of processing time overnite.
Anyone else see this problem?
Not sure, but maybe BOINC 4.13 specific?
