Kind of answered your own question didn't you! You said "We must have
these first", that means that in order to do a search for what you
wanto to search for, we need more information! If the TOE or GUT
aren't known than how on Earth, or anywhere else for that matter, can
we solve for QT?
You ask the right questions, honor for you.
But TOE or GUT may be solved on earth.
So...
What are we waiting for...?

We are already using quanta !
All electro-magnetic (EM) transmissions are in quanta.
EM quanta are carriers of light and microwave (and X-ray and IR and all other EM radiation).
We truely understand EM quanta pretty good.
The theory of EM quanta, Quantum Electro Dynamics (QED), explains all behavior of electrical force and weak-nuclear force.
Their energy is E=h*f. We call them photons.
If advanced worlds are using EM quanta, then we are searching the right quanta with SETI.
If there is ANY better form of communication possible, then that form should at least solve the only real 'problem' with EM
transmission : the restriction to light-speed.
There are a few other forces known to us (strong nuclear force and gravity), but there are some pretty strong indications that the
quanta of gravity (gravitons), if they exist, also travel at speed of light. There is no reason to believe that any quanta from any
other source is traveling faster than light.
Causality (cause and effect) as we observe it anywhere would be violated if 'quanta'
would travel faster than light. Causality, as well as the relation between the various quanta needs to be explained by a TOE, and
speed-of-light might even be explained with it, but can probably not be violated. So a TOE might not even help very much in finding
better communication devices than EM.
Nah. I think we are doing pretty good checking microwave and laser-pulses.
