That's the web site; the project url she was sent is correct.
She is having firewall issues and won't upgrade to a newer version
that automatically retries transfers that fail.

Yes it is but you are not crunching and need to try something.
4.16 or 4.17 is supposed to have the new auto-detection for a download
failure built in.
I use 4.13 and 4.14 for my machines, so can't say for sure.
