Set Affinity is used to override Windows default processor selection on a
multi-processor system. In the case of a true multi-processor system,
this
can slightly improve performance by eliminating processor data cache
misses.
However, on a HT processor, it can cause the processor's data bus to
overload, thus causing the processor to become data starved.
