It came up around noon EST which would be 9 am PST. They've decided
to only run the data server when they are physically present in the
office there at Berkeley, which means they are swamped for the 8
hours or so a day that they are up.
If it helps you, I noticed that throughput improved greatly
yesterday at 6pm EST, when people on the right coast went home from
work.
PST is offset 8 hours from UTC and EST is offset 5 hours from UTC.
