How can i allocate disk space there is NO options in the Boinc client ?!?

When you can get back into the site, it is down for the weekend, go to
your account and then to view edit general settings. You will see
where you can change your hard drive usage settings. You may have
yours set to leave x amount of space free and that x amount is not
going to be there if units are downloaded.
As you suspected all settings are kept on the Berkeley site and only
updated on your ocmputer when yo uconenct, so after changing the
settings on the site go back into the program and click on projects
and then do a right click on seti@home and then click on update. That
will update the settings on your computer and hopefully download
units.
