My P4 switches both every 60 minutes. How do you have Boinc setup to
use one and one ?

When I attached to the SETI project the resource share defaulted to 100%. 
When I attached to Weather Prediction they both defaulted to 50% each & 
BOINC &/or winxp automatically started to run one on each processor.
I didn't do anything in particular to set it up that way.
