Who do I connect at SETI and ask for a transfer of email address and to 
combine old SETI with new BOINC/SETI?

The ONLY one that can transfer your email address to the new one is
Dr. Anderson himself. His email is located under personel on the main
Seti page, not the Boinc page.
As for combining the 2 accounts, you will get a stat on the Boinc page
saying how many Classic units you have completed, after the email
stuff is fixed. That is all, no actual combining of the credits or
anything like that. Classic was Classic and the credits were done one
way, Boinc is Boinc and the credits are done in a whole different way.
