I suspect you may have SETI misconfigured.
I run SETI CLI on several P4 HT machines with 2 instances that max out
"both" processors, with SETI Priority set to "idle" in SETI Driver.
This includes my main home machine (20WU/day) that sometimes is DL'ing from
internet, transferring files across my home network, sending/receiving
faxes, browsing the internet and running Office/Adobe stuff simultaneously.
SETI seems to very gracefully recede into the background when any other
process needs CPU cycles
It turned my P4 into a P1. Giving seti it's own processor allowed normal
operation on the machine. otherwise it was just a drag trying to wrestle time
from and memory from seti for other things. connecting to Internet ALWAYS
turned a good 44k connection into a 9.6k connection.

Found a program to limit seti to just one processor and co-existence is

possible.
Seti still uses 100% of CPU1, but I have full use of CPU0.
And the above suggests that these other 3 programs can co exist with seti
on a
single processor ? I got news for you it sounds like nothings going to get
done
if I add anything else with seti.
I don't use screen savers. If I'm not at the desk, the machine is OFF!.
It's been known to call out on it's own b4 except when it's off.
I don't know if windows has this option, but Amiga had a program where you
could assign priorities to EVERY program or service running on the machine
if
the Amiga was guessing wrong ie: 99% assigned to a chess game and 1%
assigned
to system. You could take and reverse these two.
