a trace shows 209.247.159.110 with 100% data loss, between 169.229.0.202 and
128.32.18.152 is a time out, both of these latter two are on campus.--

I think the problem relates to the internet pipe out of Berkeley via
Cogent. That is why the data server shows green (now red to take account
of the Cogent problem).

When the Cogent service is "problem solved and restored", the Data
Server will still show red. This will be down to everyone trying to u/l
WUs and d/l new ones to crunch. This will take many hours to clear from
the time the pipe is fully restored.
