try setting the priority of the de/encoding program to normal or below 
normal instead of idle, seti runs at idle, so the programs will fight, also 
might wanna run memtest86 on your pc to check your memory works properly

you can do this easy using task manager in windows nt/2k/xp in win98 you 
will need to look at the program in question, or somet third party task 
manager maybe, you really should ditch win98 and move on
