We have confirmed that there is a known network peering issue between Cogent
(our ISP) and OpenTransit (France Telcom) that is affecting connectivity for
many participants in Europe. [ ... ]
Cogent and OT/FT are involved in a dispute over money; from what I read
elsewhere, OT/FT pulled the plug first. The only workaround is a proxy
at a third party site, who's still on speaking terms with both of them.
