Sounds like more than server choke to me.

The server is going to be down for the next 2 Wednesdays for a short
time each day. It is announced on the home page.

That and the outages backlog is part of the problem.

However, Berkeley also had a DNS change for one or more of their servers. This seems to have broken some of the Cogent routing:

This is pretty clearly a routing problem -- traceroutes from Cogent's own sites work from five, fail from the other two. It is right on the edge between Cogent and Berkeley CNS....

Also, you could try as a temporary fix:

Try putting in there IP address rather than the URL, that works for me when it reaches the scheduler but will not turn on wotk.

That would be under TOOLS/OPTIONS/HTTP Proxy
