I have not received a work unit now for at least 2 weeks. Is Seti down?

Not for me. I am running BOINC 4.45 and SETI 4.18 OK, uploading results
and downloading new work units.
<snip>

You can force a connection to send the work unit in the BOINC transfer
tab, by highlighting the unit to send and clicking on "retry now". There

I tried a number and they just fail. The system is only accepting one
a day from that computer which is the first try after local midnight.
I have no idea as to why, but that message shows up several times a
day.

is no guarantee the work unit will upload the finished results, but at
least it is possible. This is unlike getting BOINC to download a new
unit, depending on the cache size you set in the BOINC preferences.

I'm
receiving *about* a 1000 or more error messages per day. The one next
to me tried to upload one of those finished WUs and it now says
"deferring communication with project for 13 hours, 30 minutes, and 33
seconds" in red.

Is there something up on your local hosts?

Something as in?? There are apps running, but the only thing updated
right now is BOINC and the normal stuff such as firewall, virus
checker, bot checker, etc... It send one just after midnight and that
is it per day. The one in the shop connects, is updating stats, has
nothing in the queue, but can not get a WU.

All three log in fine. It's refusing to send to one, the second gets
one a day, while the third appears to be running normal.

See my comment above on forcing a connection to a completed work unit.

Won't force. It seems to have set a limit on that computer of one a
day. Don't know, or can't guess why. It has 20 that is says are
uploading and all have a "retrying in so many minutes".

one will not get any new units any longer; if you look into messages
you will see lines telling you to upgrade... This started about 3
weeks ago.

The not getting new work units may be linked to the fact you seem unable
to send completed unit results, and BOINC thinks you have a complete
cache of work units, including the unsent completions.
It sends one and then says I have reached my limit of one a day.
