Because there are over 100,000 of us with over 400,000 computers ALL
trying to connect AT THE SAME TIME!
Over the next couple of days things should settle down.

That is most likely the biggest part of the problem.

There looks to be other issues either at Berkeley or on the networks that is limiting the WU data rate to about 40Mbit/s.

More diagnosing required...
