Indeed. This is another example of BOINC hanging itself through its
own complexity. In the good ol' days of Classic, the client would try
once and then retry after 1 hour -- that seemed to work pretty well
without all these fancy algorithms. ;-)
Ummmm, the downloads ARE coming. There seems to be a problem someplace
with the current settings. I have just posted a note to the developers
list showing a possible clue to the solution and hopefully they will
be on the fix soon. It is 7:45 here on the East Coast of the US, so
only 3:45 on the West Coast, give them some time to read it and check
into it.
