This could potentially be done with the 8VSB pilot carrier.  But it is lower
in power for the same coverage area than it's equivalent analog VSB, so it
will be harder to do, but probably not as hard as with FM.

I still don't have specs on DVB-T that would tell me what, if anything,
in the signal could be used to detect it under such weak conditions.
