  Well, the operative word here is "tube"...I have an S-band
signal generator (from roughly the Apollo-11 era) and it
really doesn't get much use...

   I do recall an article on drilling holes in 2.45 GHz magnatrons
to control them with PLLs...You might look at the American
Radio Relay League archives.

   In theory, yes, you could bounce a signal off the moon
with the given setup.  But the resultant waveform would be
what would be called "prehistoric"...go figure.
