Are you using ZoneAlarm (or some other firewall)?  If so, give BOINC access to the Internet.  That 
cured the same problem for me when I last upgraded BOINC.

Thanks for the suggestion. I allowed boinc to have full access so it's
not being held back by the firewall. 

Just checked to make sure that was the case & the rules are letting
boinc have a free pass.
