account?
Log in as the owner, close and exit Boinc, and move all shortcuts related to Boinc from the owner's start menu to the new user's start menu.
These can be in found in programs\Boinc and programs\Startup.
If the new user isn't an administrator, then the Boinc directory should be made writable for Boinc:
open a cmd window and type:
cacls "C:\Program Files\BOINC" /t /e /g boincuser:f
where boincuser is the name of the new user.
