The proxy dialog is displayed if Boinc fails to connect to the project 
servers. The assumption is that a proxy is blocking the connection...

If you don't know that you are using a proxy then likely the problem is 
elsewhere. Sorry, more details needed from you if you need further help...

OK it's showing me a window asking for my HTTP proxy settings and my 
SOCKS proxy settings.  The old seti@home client just loaded and ran 
without all that.

Are you sure that your internet connection is active?

Yes, definitely.

Are Boinc and any Boinc clients permitted through your firewall and any 
"Internet Security"?

I see listings for everything else, but not BOINC.

It says nothing about HTTP or SOCKS proxy settings.


Turn off your firewall and do a manual update of Boinc and se if it
works. Open Boinc, commands tab, retry communications.
If it works then you have Boinc blocked by your firewall.
This is supposed to work too:
"please go to the seti website, log in, click on "your account", then
create a password, stay logged in. 

then in the boinc manager select "projects", "Attach to projects",
then enter the url

then enter the email addy and password you just created."
