The problem with MacOS 9 is, that a lot of modifications are needed to get it run on MacOS9. So it is a lot of work needed to get it to work.
You can hope, that some volunteer porters try to port it.

MacOS 10.2.x had made a lot of problems. Apple has heavly changed the math libs between 10.2.x and 10.3.x. So it is posible that the 10.3 binaries will not run on 10.2.x.

This was discused in a lot of threads in the seti forums (mac help desk) the last days.
