You can change to blank screen via the screensaver.
In the properties of the screensaver is a option "go to blank screen after X mintutes". Also you need enable the checkbox "go to blank screen", and setup your suggested value here.

The boinc software is very confusing and I have no idea how to do this and do
not know what it is actually doing.

I am a software engineer and certainly no novice when it comes to software.

Reading this newsgroup suggests that a lot of people are having these probems.

Have you looked at the boinc wiki (http://boinc-doc.net/boinc-wiki) ? - There will everything documentated very well.
