I have it (boinc_5.2.13_windows_intelx86.exe) running on my P4-3.06GHZ 
desktop and the Message tab shows that it sees 2 CPU's.
However Windows Task Manager / Processes, shows that BOINC is using 49% of 
CPU power and System Idle Process is using 49%  of CPU power.

Do I need some 3rd party software (the equivalent of Seti Driver) to  make 
BOINC run as 2 processes and use virtually all the resources when nothing 
else is happening?
