You have to configure it on the website and update the boinc client with the new preferences.
Make an update project via the boinc manager or the commandline (stop boinc_client, and start boinc with "boinc_client -update-prefs http://setiathome.berkeley.edu".

ps: i will see if boinc is really working behind a proxy. my pc is
bypassing the proxy but all others can't do this...
