You have to configure it on the website and update the boinc client with 
the new preferences.
Make an update project via the boinc manager or the commandline (stop 
boinc_client, and start boinc with "boinc_client -update-prefs 
http://setiathome.berkeley.edu".

first i set this on the website to 4 cpu and after this i joined my
machine to boinc... no update needed.

ps: i will see if boinc is really working behind a proxy. my pc is
bypassing the proxy but all others can't do this...
It is configurable via the boinc manager. Here you will find some more
