Am on Boinc v5.2.13
Norton Internet Security 2005 under Program Control has Boinc Client and
Boinc Manager ... both set for Permit All.
Rebooting "fixed" it. I had a basically blank Boinc Manager box, which them
disappeared. It seems to be working OK after the rebooting.

I have had this happen on 1 box that had CPDN. When you start BOINC watch
the status bar. It will show "connecting" and then "connected". Yours
probably is not going to "connected". The fix I found was a version
upgrade.
The last couple of versions of the client addressed these connection
issues.
So if you are not on 5.12 or 5.13 this could be it. Also make sure your
firewall is set up correctly for the "local" or "trusted" zones.
