You mean that "Max Power" needs to be a whole lot more brown-nosed.
I would like to pass the same proposal on to the (North American branch of
the) European Space Agency (ESA), as NASA may be totally inept or downright
unhelpful when it comes to implementing the proposal.
That is a bad attitude for you to take. How do you know that you know
better than NASA? Do you have greater knowledge?
In other words, the matter of well proven fact that's truth is
absolutely taboo, or else.

are indeed serious about your ideas, then your best option at the moment
is to try some peer review here. If you get past us, then you should
have stronger arguments for pushing further.
I would expect that topic/author stalking and idea bashing plus loads
of naysayism wasn't exactly what "Max Power" had in mind.
Thus far you haven't asked of "Max Power's" topic as to a specific
technology nor application question that wasn't loaded to kill. You've
not given the next level of what he needs because you're a Usenet bigot
having no honest intentions of helping a soul that's outside of your
all or nothing SETI box.
