I was unable to find any easy way/option in BOINC Manager to
"Just make that program executable by whichever users you
wish", as you said.
I did find a method, though.
Giving the non-Admin Users 'Read, Execute' access in XP Home
is not a trivial exercise, but now, the BOINCManager window
opens for the Limited User after booting. Closing it leaves
the icon in the tray, as desired.
Since security is a touchy business, I decided to invite
anyone interested to email me for the details. My email
address in the header is valid.
It would be great if the development team could program this
into the Install routine, as others do, with maybe an option
(icon in all user trays?) I seem to remember this feature,
in previous versions of BOINC?

You could instead use such as Boincview or indeed the
Boinc Manager to view your Boinc projects from whichever
user (and from whichever machine even).
Just make that program executable by whichever users you
wish.
