One way to check for official news when the website is offline is to go 
to BOINCstats at

it displays the front-page announcements from all the projects for which 
it tracks statistics, in reverse chronological order. Several other team 
sites do something similar, and such news items are often posted to 
other projects' (or BOINC's) message boards as well.
