On one of my machines (850 MHz Athlon) BOINC will automatically switch to a wu with a deadline that's getting close. There may be some formula that has to do with estimated completion time and reporting deadline.

I've only checked one of my computers, but it looks like the wu's are being processed in the order that they were downloaded.
