To maximize the amount of cached work, yes to the latter. If you have a 
continuous Internet connection (which BOINC is permitted to use: Network 
Activity "always available", or "according to preferences" that permit 
it), it's recommended to make the connection interval very short, on the 
order of 0.1 day or less.

Although I do have a high speed connection I do not leave it on
24/7. It's only connected when I need it. Therefore I usually
suspend network activity so the system doesn't keep popping up
"BOINC can't connect to the internet" windows. In effect, I take
manual control of network activity.

BTW, I am now set for 1 and 10 for the two settings and I do
have a full queue now. I should be able to ride out all these
downtimes and keep my RAC up where it belongs. I've peaked at
over 6000 but lately have trouble even reaching 5000. Currently
in the mid 4000's.
