As to the dial up, depends on what DNS server the computer is set to use.

Different computer, different ISP, DNS assigned automatically by DHCP.

Unless it was different because you used dial up, then noting changed.
(Just because the connection is dial up doesn't mean the DNS server changed.)

I dunno. The problem just went away. 
I turned off the changes to the HOSTS file and everything.
It just started screwing up last week sometime.
