Okay, we'll take the bait on this one. The request under FOIA for copies of these reports will be drafted and mailed tomorrow. As a follow-up to one of my previous posts, we received a response from the Department of Air Force regarding our request for a copy of Air Force Instruction 31-101 (Use of lethal force). In an August 13th letter from Latricia D. Grace, Freedom of Information Manager, they simply stated: "Publications are no longer considered records under FOIA. They are available through distribution channels. You may write to the National Technical Information Service (NTIS), 5285 Port Royal Road, Springfield VA 22161 for a copy of Air Force Instruction 31-101." I found this interesting only because now I'm going to ask the NTIS for an index of the air force instructions since they seem to treat them as publications and sell them as though they were operating a book store. I'm just glad she didn't tell me to write to that overused address in Pueblo, Colorado <g>! Our request to the DoD for their policy on use of lethal force has not been answered. Neither has our request for records based on a cammo dude license plate number. All we've received thus far are confirmation post cards bearing the log numbers assigned to our requests. In any case, we'll keep the list posted as to our progress.
