1) "Area 51" is the secret military base about 90 miles north of 
Las Vegas that has been associated with UFO and secret aircraft 
claims. Postings to this newsgroup can cover any topic--AS LONG AS 
THERE IS AN OBVIOUS CONNECTION TO THIS PART OF NEVADA.

2) Areas of interest include Groom Lake, Papoose Lake, Nellis 
Range, Nevada Test Site and surrounding areas.  Reports on 
secret aircraft sightings in the Mojave Desert (Edwards AFB, 
Palmdale and China Lake) and New Mexico (White Sands, Kirtland
AFB, Holloman AFB) can also be included if they seem related to 
the kind of secret work done at "51".  

3) Other general postings on UFOs or secret aircraft do not belong 
here unless there is an Area 51 connection.  Abductions, cattle 
mutilations, crop circles, UFO theories, politics and conspiracies 
should not be discussed here unless Area 51 is directly 
implicated.  (There are other newsgroups to cover those topics.)

4) Reports on UFO sightings anywhere in Nevada or the Mojave 
Desert of California can be posted here, but reports from other 
areas should not be posted unless there is a tangible Area 51 
connection.  (The closer the distance to Area 51, the more 
appropriate the report is for this newsgroup.  E.g. A light seen 
in the sky in Vermont is off-charter, but a light seen in Utah 
might not be.) 

5) Reports on Lazar, Cooper, Lear, Knapp, Campbell, Agent X or 
anyone else connected in some way with local claims or research 
are allowed and encouraged, as long as the information reflects in 
some way on the credibility of these people's Area 51 claims.

6) Advertisements and commercial endorsements are allowed only 
where there is a direct Area 51 connection.  (E.g. "Area 51 Tours
Offered" is okay, but "Meet Girls Now" or "JFK T-Shirts For Sale" 
are not.)  All advertisements may be disallowed if they get out of
hand.

7) PENALTIES:  Anyone who violates the above provisions and posts
messages here which are not related to Area 51 will be subject to
extreme flameage.  It is the duty of all loyal readers of this 
newsgroup to send a direct email complaint to the author of any 
inappropriate message. (You can send them a copy of this Charter, 
along with a specific protest.)  Violators must learn: If you 
spam, you will be dumped upon.

8) Readers should not respond to off-charter postings except to
note that the item is off-charter.  Further flameage should take 
place via email and not on the newsgroup.

9) Please make the subject line as specific as possible to allow 
easy browsing.  (E.g. "UFO Report" is insufficient, but "Lights 
Seen Over Las Vegas, May 3rd" is okay.)  Any posting that is 
longer than 10k should be flagged in the subject line with its 
size. E.g. "Lazar Timeline (long-32k)"

10) When responding to a posting, please don't re-quote the entire
message, just enough to make it clear what you are talking about.

11) Any message introducing new information should be posted as a 
new message and not as a response to another (so the new 
information does not get lost in the thread).

This Charter was first posted, discussed and modified in May 1995, 
and it may be modified later by consensus.  (Any issues concerning 
the Charter should be raised in the newsgroup.)  Readers are 
invited to repost this Charter periodically or whenever 
inappropriate messages appear.
