Maccabee's analysis of Blue Book Special Report #14, a UFO study conducted by the Battelle Memorial Institute for the Air Force. "The government should conduct a scientific study," is a frequent refrain among ufologists. Indeed, the government already has. Beginning in 1952, Battelle analysed over 4000 UFO reports, mostly obtained through military channels. Maccabee contends that this is the most comprehensive and scientific UFO report conducted to date. Maccabee uses the study's own data to dispute the report's final conclusion

Many, if not most UFO investgators would agree with the claim that "a scientific investigation of UFOs should be undertaken to solve the UFO question once and for all." Agreement with this claim would imply a belief that (a) scientific investigation of UFOs is possible, and (b) no truly scientific investigation has yet been done. Probably most scientists would agree on the first point although they would disagree over which branch or branches of science should be involved. The content of many UFO reports suggests that the physical science should be involved, whilc the bizarre nature of many reports suggests that psychological and/or physiological sciences should also be involved.
Althouhg it is my opinion that all of these sciences should be invovled, I believe the exisitence of UFO report shouls be of special interest to physical scientists because psychologists have argued that there must be some objective phenomena (i.e. phonomena outside the body of the UFO witness, as opposed to subjective phenomena such as delusions, hallucinations, etc., which are associated with the workings of the body of the UFO witness) which has given rise to most UFO reports. The nature or cause(s) of these objective phenomena has been in dispute for over twenty-five years and continues in dispute at the present time. I shall not, therefore, try to identify the underlying cause or causes of UFO reports, although I implicitly assume that the cause is physical. Instead I shall concentrate on the problems of scientific investigation of UFO reports and on the Air Force's Special Report #14, in particular.
