I worked on the Mission Systems panel of the 1996 SecAF
UAV Science Advisory Board study.  I designed at flew
Radio Control airplanes as a teenager.  I guess the
difference between "UAVs" and "Radio control airplanes"
is cost, ..or funding, per se.
